According to a breaking news

According to a breaking news ticker on the CNN web site, parts of New Orleans will reopen on Friday. The French Quarter is expected to open back up for business on September 28th.

UPDATE: Here is the link to the article. The article quotes Nagin from last night on Larry King:

"Everything that we planned basically made the assumption that if we get people to high ground and get as many people out of the city as possible, then within three days, if we're totally flooded, then the cavalry would come," Nagin said. "I am not going to plan in the future for the cavalry to come in three days."
Thats the problem, Nagin...you didn't get as many people out of the city as possible. Its amazing how this guy keeps denying his responsibility.
