The City of New Orleans
The City of New Orleans Comprehensive Emergency Management Plan clearly spells out the procedures for responding to a catastrophic hurricane. As pointed out over at Captain's Quarters, these procedures were not followed specifically the Regional Transit Authority's responsibility to:Position supervisors and dispatch evacuation buses.Naturally during this type of catastrophe the Regional Transit Authority takes its orders from the Office of Emergency Preparedness.
