According to this Reuters report large cash smuggling has become a severe problem since the passing of the U.S. Bank Secrecy Act which creates reporting requirements for cash transactions over $10,000. This is causing the cartels to physically transport large sums of money across the border whereas in the past they wired and transfered the money.
